Biro Bantuan Guaman was established in September 1970. The main objective is to give legal advice and assistance on legal issues faced by the poor. The established of Biro Bantuan Guaman have been proposed since 1954. However the first positive step has been taken by the Government only in 1960. This is the result of a letter written by "Orthopedics Almoner" located in the Kuala Lumpur General Hospital calling for free legal advice given to patients who have "residual disabilities" serious compensation may be granted if they are represented in terms of the law. Meanwhile, a number of women's organizations also urged the Government to take action to help women and their children in a claim for maintenance against her husband and guardian of the child.
