English means belonging or relating to England, or to its people or language. It is also often use to mean belonging or relating to Great Britain, although many people objects to this. Proficiency means the ability or skill that individual or person have (English dictionary, fifth edition, 2006). The ability to read, speaks, write, and understand English language.
