Abstract
Islam underscores the significance of neighbourhoods both socially and physically through detailed Shariah principles. Nonetheless, numerous challenges like environmental deterioration, insufficient community amenities, unhygienic conditions, inadequate road infrastructure, traffic congestion, and drainage system deficiencies persist in obstructing the realization of sustainable neighbourhoods. This research aims to develop a framework for the built environment of an Islamic neighbourhood. This research design is founded on the Design and Development Approach (DDR), comprising three phases. Phase I (Needs Analysis) entailed the content analysis of semistructured interview data obtained from three (3) informants (top management) of MPKB-BRI. Phase II (Design and Development) comprises two sub-phases. Phase II (A) of the framework design involved a thematic content analysis of many sources including the Quran, Sunnah, fiqh texts, pertinent policies, and the results from Phase I. In Phase II (B), the framework development is conducted using Fuzzy Delphi Method (FDM) analysis involving 20 experts. Meanwhile, Phase III (Assessment) was conducted utilizing the Modified Nominal Group Technique (Modified NGT) with nine (9) experts (executors) from MPKB-BRI. This study produced: a) five (5) components namely ecology and environment, design, environment, road and right of way/accessibility, and drainage system; b) seven (7) Shariah principles of the built environment; c) 23 themes; and d) 125 items that have been validated as suitable for establishing a framework for the neighbourhood’s-built environment from an Islamic perspective. This framework aims to enhance the MPKB-BRI neighbourhood management by enhancing community well-being and promoting the sustainability of the neighbourhood’s-built environment.
