Abstract

The course examines the statutes, procedures, and regulations governing land, land uses, and land development. It covers the typology of land laws, viz. Constitutional Law, National Land Code, Malay Reservation Enactment, Land Use Law, and Environmental Quality Act. In addition, it explores the constitutional role of the three-tier inter-governmental system and co-ordination between the governmental institutions and bodies involved in land development. It is particularly important to develop a solid foundation in constitutional and administrative law since the environmental law, public land law, and land use law are regulatory in nature involving complex statutes and a mix federal, state, and local governmental decision making. Particular emphasis is given on issues and conflicts that influence the effectiveness in the existing system. This includes receptiveness and resistance to changes in bureaucracies, participation of interest groups, adequacy, efficiency, and effectiveness of intra- and inter-communication among agencies.
