Abstract
This research is an initial ground work and preparatory work in order to establish framework of Conservation Management Plan in Malaysia. The main purpose for establishing the framework is to facilitate the current practices in establishing the Conservation Management Plan according to operational guideline which is provided by Department of National Heritage Malaysia. At present, in Malaysia there is no available framework for Conservation Management Plan to be used as a reference and guidance. Hence, there is the need to establish the framework of Conservation Management Plan in order to ensure that all aspects related to conservations are taken care appropriately. There are four objectives of this research which are to determine the factors to be considered in the formation of a Conservation Management Plan; to identify cultural heritage assets for the formation of Conservation Management Plan; to establish management strategies for cultural heritage assets for its sustainability; and finally, to establish framework for the formation of Conservation Management Plan. This research is qualitative research that adopts the case study method and the data are consisting of primary and secondary. Kuala Kangsar is selected as a study area and five heritage assets in Bukit Chandan are selected as a case study. The research also refers to the conservation practices in Malaysia, legislative matters and examines the roles and functions of Department of National Heritage at Federal Government, State Authority at State Government, and local authority at local government in managing their heritage assets. For analysis, narrative and conversation method is preferable method to analyse the data. After completing this stage, the research manages to obtain the findings and these findings derive the establishment of proposals. The research outcome is to establish the framework for Conservation Management Plan in Malaysia. Perhaps, it will be used as a reference for future establishment of Conservation Management Plan and improvement on present guidelines. Thus, the results of the research are anticipated to give benefits to heritage and conservation management in Malaysia.
