Abstract
Generally, this project paper will be focusing on the factors that lead to corruption among government officials in Malaysia. The factors that are discussed in this research are in fact caused the ineffectiveness of enforcement measure for most of the government bodies. Throughout the research process, it is found that The Malaysia Anti-Corruption Commission has failed to play its aggressive role in handling the act of corruption among the officials. Instead of the weak enforcement regime, the Malaysia Anti-Corruption Commission Act 2009 (the Act) also has the loophole which indirectly has contributed to this illegal conduct. One of the biggest loophole of the Act is as per detailed out in the Section 36'of the Act whereby the power of the enforcement officer is limited in certain circumstances. Besides that, Section 23 gives the opportunity to the officer to abuse his power in giving tenders to relative. The scope of this project paper analyses the factors of the corruption committed by the government officials in Malaysia and to find the best solutions to eliminate the corruption activities. In addition to that, this project paper will be comparing the comprehensiveness and effectiveness of the enforcement of law and strategies by analyzing the method of combating corruption in the successful states which are Singapore and Hong Kong. As a result, certain recommendation is proposed to review and amend the current law in Malaysia Anti-Corruption Commission Act 2009 and to adopt the effective enforcement from Singapore and Hong Kong.
