Abstract
This project examines items on the innovative and sustainable governance among 122 Islamic Micro Finance Institutions (IMFIs) in Malaysia in relations to independence, competency, confidentiality and consistency and shariah compliance issues. A 55-item to measure these elements was developed. Using Rasch measurement model, result of the analysis of testing for data-to-model fit, rating scale functioning, evaluation of potentially misfitting items and suggest the relevance of modelling the syariah governance and Grameen Bank Model in highlighting innovative and sustainable IMFIs. Both items and person measures suggest a reliability coefficient of .92 and .85 respectively. Selective criteria based on borrowers' and their background appears to be at the highest logit and is more difficult to attain than the rest of the other criteria. This model had some impact on socio-economy needs as it recognizes the importance of saving, monitoring, human resources, progressive attitude along with shariah competencies in facilitating innovative and sustainable governance. The model can be applied to a wide variety of sustainable governance in Islamic microfinance institutions in Malaysia and around the world.
