Abstract

This dissertation seeks a solution to the issues experienced by the visually-impaired community in rehabilitation centre. The lack of understanding from many parties in providing a facility that caters to the needs of the people with visual-impairment. It is important study and be exposed to the nature and needs of the context to be able to meet the requirement. Parties who are responsible in providing these aids for the visually-impaired first must understand the rules and regulations both from general perspective and local’s perspectives. To provide an efficient facility, rehabilitation centre is costly, thus raises another issue which is financial. Many of these rehabilitation centres, even the ones under non-governmental associates relies on government’s financial support other than donation. This will affect the sufficiency and efficiency of the accessibilities than can be provided due to the budget restraint. The research will be analysed based on the data obtained through various method, both quantitative and qualitative. In order to understand the needs, regulations and to find a solution towards this issue, research methods used to gain data were interviews and survey for the people who are close to the community and experts in the field. From the data, it is clear how there is significant need in improving the accessibilities in rehabilitation centres due to the mentioned issues. Some of the data and information were gained from Malaysia Association of the Blind in Brickfields, Kuala Lumpur.
