A study on the lateness factors in getting certificate of fitness (CFs) / Zaliha Kamaludin

A building is a place of protection giants the climate and rain. So, it has to fulfill safety aspects and provide a comfort to the occupant or owner of the building. In order to ensure the building can function accurately, it needs to be managed effectively. Management begins form the design proposal stage, plan approval process, building control, completion abs issue out the certificate of fitness and lastly building maintenance. Approval from local authority is essential before construction work implemented. The role of local authority as building controller for a particular building is to ensure that all necessary requirements followed. It is the reasonability of the consultant to prepare proper planning of the building in order to fulfill the building requirement as needed in the Road, Drainage and Building Act (Act 133), UBBL 1984 and policies as well. So, this dissertation will enlighten with more detail regarding the process undergo in order to apply for CF which starts in the early process of application until the building is twisted. The researchers of this dissertation will involves three local authorities, which are Selayang Municipal Council, Petaling Jaya Municipal Council and Ampang Jaya Municipal Council and also developers at Klang Valley Area. This dissertation will also recognize problems occur in the CFs application process. Besides that, it will also illustrate and propose measures or method to solve these problems. This dissertation will consists of several research projects, which are taken to be analyzed linking the problem of lateness in getting CFs approval Nevertheless the most important thing to be achieved in this dissertation is to describe the proper process of approval CFs and also to identify the critical problems that are faced by several parties concerning the approval whether directly or indirectly Furthermore, the author will also verify measure and proposals to overcome the mentioned problems in order to develop the system in the near future
