Abstract
A property asset, such as land and buildings is the main source for all types of organizations, including the public sector (Zailan, 2001). This is due to the fact that no organization can operate without land or buildings (Balch, 1994). Based on this, it can be stated that although obviously any government to meet the needs of various real estate administration. Government assets owned by the three levels of government, namely the federal government, state governments and local governments. Among the three forms of government, the federal government is ultimately responsible for providing a variety of services and facilities to the people of this country. In the public sector, property is usually developed, owned or rented to meet the needs of the administration and the social and economic responsibilities to the general public. (Abdullah et.al, 2011) The provision of services is developed systematically through diversity ministry organizations that hold different portfolios from one another. So far, the main administrative corporate in Malaysia, the federal government has seriously and consistently implemented various development projects to fulfill the physical community needs. According to Abdullah et.al (2011), these efforts by the federal government in the actualization of physical development projects involving the construction or establishment of various government assets that can be well demonstrated by financial allocation set aside each year in the annual budget of the government and also in the Development Plan, known as the Ninth Malaysia Plan (MP). The development projects that involve a variety of real estate assets are generally implemented as it is one of the main functions of the federal government, for example, to provide for the social and community facilities and infrastructure.
