Abstract

The Diploma Program Framework is an innovation framework designed to strengthen program sustainability, academic excellence, and graduate employability across Malaysian higher education institutions (HEIs). The model is structured as a four-layer pyramid that integrates academic, professional, strategic, and visibility dimensions to drive sustainable education. At the foundation, the framework emphasises Academic Excellence through curriculum innovation and continuous teaching enhancement; Strategic Roadmap through stakeholder engagement and quality processes; and Professional Excellence through soft skills development and employability readiness. The Visibility & Branding layer focuses on reputation building and thought leadership, positioning diploma programs as reputable and future-ready. At the peak, Sustainability consolidates outcomes such as strong enrolment, active alumni networks, and quality graduate employability. In the short term (towards 2030), the framework aims to achieve high enrolment and visibility, while in the long term (towards 2039), it envisions strong alumni collaboration and positioning Malaysian diploma education as a regional benchmark for accessible and sustainable education.
