Abstract
This academic article evaluates the policy directives, institutional integration models, and structural implementation strategies governing the adoption of Open Educational Resources (OER) within Malaysian higher education. As open access initiatives continue to transform global tertiary learning, the alignment between national educational policies and institutional practices remains critical for sustainable adoption. To systematically chart these adoption dynamics, this policy analysis investigates OER implementation across three primary operational dimensions: (1) Policy Framework and Governance Alignment, examining how national strategies—such as the National Inclusive Open Educational Resources (iOER) Policy and the Malaysia Education Blueprint (Higher Education)—shape institutional mandates; (2) Institutional Readiness and Infrastructure Deployment, evaluating the capacity, technological repositories, and digital platforms utilized by public and private universities to host, adapt, and distribute open courseware; and (3) Strategic Implementation Challenges and Faculty Enculturation, identifying systemic barriers including intellectual property concerns, quality assurance metrics, institutional support mechanisms, and academic awareness. The policy analysis reveals that while national top-down frameworks establish a strong foundation for open education, institutional adoption varies significantly, requiring enhanced stakeholder collaboration, unified metadata standards, and structured professional development. Ultimately, this research provides an applied policy matrix and administrative blueprint for education policymakers, university administrators, and academic librarians seeking to optimize OER ecosystems, expand equitable access to higher education, and foster a sustainable culture of knowledge sharing across Malaysia.
