Abstract
The cardinal drawing force of this paper is to review the legislation for the local government. In this sense, by-laws or subsidiary laws are made namely for local authorities to enable the enforcement of local legislation. This is to ensure for public compliance in following rules and regulations by the authorities. Little is known on the exact nature of local government by-laws and as such, it is subjected to the higher authority in drawing up local legislation. This paper focuses on exploring the local government by-laws specifically to the Alor Setar City Council (MBAS). The review on by-laws for the MBAS has found that this provision of by-laws falls into several categories. It can be concluded that the performance of Alor Setar City Council depends on the effective and functional local government system.
