Abstract
The Control of Drugs and Cosmetics Regulations (CDCR) 1984 defines cosmetics as substances used for cleansing, beautifying, or protecting external body parts without affecting physiological functions. Regulated by Malaysia’s Ministry of Health through the National Pharmaceutical Regulatory Agency (NPRA), the CDCR sets strict labelling requirements to ensure transparency and consumer safety. Labels must include key information such as product name, function, ingredients, CNH (Cosmetic Notification Holder) details, batch number, and any warnings. The CNH is responsible for ensuring the product complies with all safety, quality, and legal standards before being marketed.
