Abstract

The transition to a Low Carbon City (LCC) has become a priority for sustainable urban development globally. In Malaysia, Putrajaya has emerged as a key example through its Green City 2025 initiative, aimed at reducing greenhouse gas emissions by 50% compared to 2005 levels. This study investigates the role of community involvement in supporting Putrajaya's transformation into a green, low-carbon city. It focuses on assessing the level of public awareness, understanding, and participation, as well as identifying the key factors that influence involvement. A quantitative method was employed through a structured questionnaire distributed to residents of Putrajaya. The findings revealed that perceptions of sustainability and psychological factors such as environmental responsibility, guilt, and optimism significantly influenced community participation. Additionally, while most respondents showed high motivation and willingness to support green programs, awareness and education were found to be the least influential factors. Overall, the study concludes that active and emotionally invested communities are crucial to the success of LCC initiatives. However, more efforts are needed to improve environmental education and outreach. The findings provide valuable insights for policymakers, urban planners, and stakeholders in strengthening public participation to ensure the long-term success of green urban development in Putrajaya.
