Abstract

Due to the rapid development in our country lately, it's important for government to control to process of development. In order to get proper development, all parties including local authorities, developer, engineer, contractor and other parties, which involved in construction and development must understand their function properly. Nowadays development process in our country was process by local authorities on behalf of government, which took responsibility on construction process, including control on land. The approval of development process normally took more than a year to approve. The function of government controls agency under Federal government, State government and local authorities, which takes control on development process and can cause delay the implementation of the project were discussed briefly in this project. This project discussed the current construction practice and process in Malaysia, especially at the Shah Alam Municipal Council (MPSA) and Klang Municipal Council (MPK) administers the -development process. This project also discuss development control in MPSA and MPK jurisdiction within the current process of legislation and the problem encounter in such control by local authorities. The rules and regulation used by government controlling agencies were discussed and proposal was made to solve the problems that arise from government control. The case study at Shah Alam and Klang local government were made related to the practices in the construction.
