The governance gap: analyzing resource efficiency in Selangor’s children’s welfare institutions

This study critically examines the operational status and resource efficiency of 28 private and Non-Governmental Organisation (NGO) Residential Child Care Centres in Selangor, Malaysia. Guided by a Policy and Resource Allocation Perspective and the Contextualized Governance Framework, this research assesses institutional performance in relation to established policy guidelines and significant public funding dedicated to the sector. Using questionnaires, administrator interviews, and on-site observations, the analysis identifies a persistent Governance Gap despite advanced managerial qualifications and ample resources. This gap is characterised by three systemic deficiencies: structural resource disparity, reflected in dependence on residential properties with limited facilities; ambiguous accountability, due to the employment of part-time and voluntary staff without established competency standards; and both regulatory and financial limitations. The broad lack of financial disclosure alongside demonstrated weaknesses in enforcement, such as unregistered operations, undermines the State's capacity to monitor and ensure the effective use of resources. Consequently, the system operates on a minimum compliance model that fails to achieve national aspirations for developmental equity. The research recommends an urgent pivot toward a rigorous enforcement model centered on Mandatory Operational Audits, Enforced Financial Transparency, and Integrated Agency Oversight. Such reforms are essential to secure the predictable, high-quality care environments necessary for children transitioning to successful post-institutional autonomy.
