Abstract
Some organisations in China are beginning to provide more flexible working arrangements for white-collar employees due to rising office rental costs, worsening traffic conditions, and increasing air pollution. Workplace flexibility has become a central issue in contemporary organisational life. This study highlights the factors that determine workplace flexibility. Drawing on flexible working theory, the research establishes its relevance by examining four key attributes that influence workplace flexibility: organisational culture, the relationship between management and employees, organisational structure, and management decision-making. The study focuses on government offices located in Henan, China, and provides recommendations for future researchers investigating workplace flexibility. In addition, a conceptual framework was developed to illustrate the primary concepts of the study. Data were collected through a questionnaire-based survey that included demographic information and questions related to workplace flexibility. A total of 120 administrative officers participated in the survey. The findings demonstrate that all the variables examined in the study have a significant impact on workplace flexibility.
