Abstract
This study investigates the perceived effectiveness of electronic document management system (EDMS) functionalities and their relationship with information system effectiveness. Specifically, it explores how key dimensions of information system effectiveness, namely information quality, system quality, perceived usefulness, and user satisfaction are influenced by the functionalities of EDMS. Guided by the DeLone and McLean Information System (IS) Success Model and Seddon’s Model of Information System Success Model, this study aims to examine the relationship between electronic documents management systems (EDMS) functionalities and the dimensions of IS success. The EDMS functionalities considered include automated information capture, federated search and retrieval, collaborative tools, hierarchical file indexing and classification, storage and archival methods, automated workflows, security and audit trails, and support administer compliance. These functionalities are analysed in relation to IS success dimensions, specifically information quality, system quality, perceived usefulness, and user satisfaction, to provide a comprehensive understanding of how EDMS contributes to organizational efficiency and user engagement. This study adopted a quantitative survey design to examine the effectiveness of electronic document management system (EDMS) in the government sector. Data were collected through an online questionnaire from employees who actively use EDMS and analysed using statistical techniques. The analysis focused on evaluating EDMS performance in terms of system effectiveness, functionality, and contribution to organizational processes. The analysis of the structural model findings revealed that the effectiveness of electronic document management systems (EDMS) in the government agencies is supported by four tested hypotheses (H1, H2, H3, and H4). Notably, system quality demonstrated a significant positive relationship with both perceived usefulness (T-value: 9.407) and user satisfaction (T-value: 1.989). These results underscore the critical role of system quality in enhancing user perceptions and satisfaction, emphasizing its importance in achieving successful EDMS implementation. It was found that the electronic document management system functionalities and the information system effectiveness have not been previously tested. As a result, this study provides evidence of the new construct for research on the contribution of the functionalities within the electronic document management system to the information system effectiveness or information system success. This study offers valuable insight and serves as a foundation for future research on electronic document management systems (EDMS) within the government sector. The findings can also be extended to explore the relationship between EDMS dimensions in other contexts, such as government-linked companies, government linked investment entities, and beyond, broadening the scope of understanding and application in diverse organizational settings.
