Cyber diplomacy and digital tools for global peacebuilding: a framework for intercultural cooperation in the digital age

Abstract

As digital interdependence intensifies, cyber threats have emerged as a critical challenge to international peace and stability. This paper investigates the role of cyber diplomacy as a proactive framework for conflict prevention, normsetting, and intercultural cooperation in cyberspace. It explores how digital tools, including artificial intelligence (AI), blockchain, and encrypted communications can facilitate ethical and inclusive diplomatic engagement. A five-stage cyber diplomacy engagement framework is introduced, integrating national capacity building, multilateral agreements, norm development, multistakeholder involvement, and adaptive governance. The study employs qualitative case analysis of international initiatives, including the EU Cyber Diplomacy Toolbox, ASEAN cybersecurity forums, and the African Union Digital Strategy. Findings suggest that cyber diplomacy must be underpinned by trust, ethical alignment, and inclusive governance to be effective in mitigating cyber conflicts. This research contributes a structured framework for policymakers seeking to institutionalize cyber diplomacy within national and global peacebuilding strategies.
